Nanjo: Inspection scope
2026/10/27
When explanations about mold or dampness in a recently built Nanjo home are unclear, an independent building enquiry may help you organise the next questions. Start with the purpose and scope of the inspection, not with a promise that it will prove a defect or settle a disagreement. A useful brief identifies the affected locations, the records available, the areas that can be accessed and the decisions the report is intended to support.
This guide is not an account of a customer's dispute or negotiations with a builder. It does not claim a particular inspection partnership, legal service or guaranteed outcome. Building observations, medical advice and legal advice have different purposes. Ask the relevant professional about the work they can actually undertake before relying on an assumed service.

1. Define the question you want an independent person to examine
1. Question
What needs to be examined?
2. Records
Photos, dates and previous work
3. Access
Who can arrange and approve entry?
Write a short question about the building condition. You might need to clarify the extent of visible dampness, understand which areas remain uninspected, or identify the next checks before repairs are planned. Avoid asking a single visit to establish every possible cause, determine liability and confirm that the home will never develop mold again. Those are different questions with different limits.
Prepare an observation record with room names, photograph numbers and dates. Include the handover or move-in timeline where relevant, but distinguish it from the discovery date. If a room or concealed space was not previously checked, say so. A gap in the record should remain visible rather than being replaced with an assumption that the condition was absent.
List previous cleaning, repairs, inspections and sampling separately. Give the date, location and scope if known. Retain the original reports and photographs, and identify any summary you have written yourself. An independent professional needs to know which information comes from direct observation, which comes from another report and which remains a homeowner's question.
Decide which people need to be involved. The homeowner, property manager, builder, equipment specialist and legal adviser may each hold different information. Ask who will arrange access and who may approve additional work. Do not assume that commissioning an inspection automatically authorises changes to shared areas, equipment or materials controlled by another party.
Keep immediate concerns separate from the longer enquiry. Visible damage, an electrical concern or new water entry may need an appropriate prompt response. Do not postpone a necessary safety contact solely to wait for a preferred inspection date. Similarly, symptoms require medical advice; a building investigation is not a substitute for diagnosis or treatment.
2. Compare proposed scopes rather than impressive labels
1. Experience
Relevant buildings and moisture issues
2. Proposal
Methods, exclusions and report
3. Cost
Visit, tests and additional work
Ask a potential inspector about experience relevant to the question: moisture problems, concealed areas, the materials involved and the type of home. A professional title or an expensive instrument does not tell you which locations will be checked. The US EPA's mold course discusses involving professionals experienced in locating water and mold problems when investigating such conditions.
Request a written scope for the visit. It should explain whether the proposal includes visual observations, measurements, equipment checks, sampling or opening materials. Identify the rooms and any known access limitations. If the proposed service is only a visible-surface review, do not describe it later as an inspection of every wall cavity or concealed pipe.
Discuss access in practical terms. Confirm keys, the appointment contact, available rooms, stored belongings, ladders or other arrangements the professional proposes, and who provides them. Homeowners should not enter a crawlspace or dismantle a finish to prepare a better view. Tell the professional what cannot be safely reached so they can explain the options and limits.
If opening materials is proposed, treat it as a separate decision. Ask where, why, how surrounding areas will be protected, what restoration is included and who approves an extension of the work. Clarify what happens if unexpected conditions are found. A preliminary request for advice should not become unlimited permission for removal or repair.
Compare costs by the actual service. A visit, a written report, laboratory work, a return visit and travel may be priced differently. Ask which items are included, which depend on findings and how additional charges are approved. Do not assume the first quotation includes technical advice for a dispute or attendance at every later meeting.
3. Understand what a measurement or report can support
1. Observation
What was actually checked?
2. Interpretation
What supports the explanation?
3. Uncertainty
What remains outside the scope?
For each proposed measurement, ask which question it addresses and which conditions will be recorded. Location, material, time and method matter when interpreting a result. A number alone is not a description of the whole property. If another report gives a different result, compare the scope and conditions before assuming that one professional must be wrong.
Sampling needs its own purpose and interpretation. Ask about collection locations, methods, charges, reporting and limits. A result from one room does not describe every concealed space, establish the cause of an individual's symptoms or determine legal responsibility. Discuss the building decision the result would inform rather than commissioning tests simply to obtain more data.
Ask the report to separate observations, interpretation, proposed work and uncertainties. Photograph references and a marked plan can make the document more usable for repair discussions. “No issue found” should be read within the area and method actually used. It should not silently become a claim that inaccessible areas or future conditions have been assessed.
If different explanations have been provided, list the specific points of difference. One person may have examined the roof after rain while another saw only the interior on a dry day. Ask what additional information would help address the difference. Do not try to force agreement by combining statements that were made about different locations or conditions.
Check the intended use of the report before commissioning it. A maintenance brief, a repair recommendation and material prepared for a formal dispute may require different expertise and arrangements. If legal or contractual advice is needed, use a qualified professional. An independent building report can record technical information, but it does not guarantee liability findings, compensation or a successful negotiation.
4. Pass the findings to the right repair and review contacts
1. Tasks
Repair and treatment responsibilities
2. Conditions
Protection and re-entry
3. Review
Keep records and next steps
Once the inspection is complete, turn the findings into a clear handover. Identify the affected location, the proposed next task, the person responsible and any prerequisite. Water-source repairs, material replacement, mold treatment and equipment work may involve different providers. Ask how their tasks connect instead of assuming that one contractor's completion resolves all outstanding questions.
For proposed work, clarify protection of belongings, occupied areas, access routes, interruption of normal use and re-entry conditions. Request information about the actual products and site arrangements rather than relying on a general statement that a method is safe. Individual health concerns should be discussed with the person's medical professional.
Retain the original inspection documents and add later records as dated updates. Record which repairs were completed, which areas remained inaccessible and what should be reviewed next. Use the same room names and photograph references. This helps a future professional follow the sequence without relying on a homeowner's memory of several conversations.
Is an independent inspection always necessary?
Not every enquiry needs the same service. Start with the unresolved question and the information already available. Ask an appropriate professional whether a visit, a document review or another type of check would address that question, and confirm the scope and charges.
Will an inspector decide who must pay?
Do not assume that a technical inspection includes legal or contractual advice. Ask about the professional's role and the report's intended use. Obtain qualified advice where responsibility, contractual rights or a dispute need to be considered.
What should remain marked as uncertain?
Locations not accessed, missing historical records, untested explanations and questions outside the agreed scope should remain visible. A useful report can explain these limits. Uncertainty is not resolved merely by removing it from a summary.
